CC not existant

Okay so heres my issue:

I installed some custom content, all of them i extracted, all became .packages and i put them in electronic arts>sims 4>mods. So they're all in there, and so is Resource.cfg, or whatever it's called. The little screen that pops up when you install CC and open TS4 doesn't come up at all. Here's the weird thing, which I think might be the issue, all of the .package files in the mods folder, plus, the resource.cfg thing have the little green circles on the icon, the green circles have a white check in them. Does anyone know what this means or how I can fix it? I NEED custom content in my game! Please help! I've enclosed a picture of what the mods folder for me looks like.

I know it sounds ridiculous but do go into your game settings and make sure that under "game options" ENABLE CUSTOM CONTENT AND MODS is checked. I've had to double check this a few times myself, particularly after online updates as it would have a habit of deactivating itself. Also check your graphic level, I usually keep mine on high for more demanding downloads. Hope this helps. By the way those little green check marks just mean the files have been scanned and are considered safe to use.
