Okay, can you copy the Specs of your DxDiag? (press the windows key, and R at the sametime, it should pop up a run program box, type dxdiag and if you have it click the 64 bit option.. then copy & paste you CPU,GPU,ram,Operating system.. that'll help tons..

sometimes the Origin repair doesn't always fix the issue, take SIMCITY for example, there is a random bug even after using a I/O Bit pro uninstaller it is still glitched.. I had to Remove simcity completely. So now, I'm all sims 4.. and this screenshot the OP uploaded is the first whacked out picture without a spider baby in it that I've seen..

A Dual-core CELERON?? That's a very outdated cpu.. No offense meant. TS4 has a min sys requirement on origin, it's time for a computer upgrade.. My latest build for a Work PC was a 4100 AMD and it's blazing fast, and under $400 I had to get a MOBO, ram and HDD.. but you should just need a new MOBO,ram.. the OS is fine...

Looks like another graphic card issue.

Can you re-open DxDiag and show me on the 'Display' tab which graphic card you're using? With that kind of processor I'm gonna assume it's an integrated (and unsupported) GPU, but I just want confirmation.

I think there's a wide range of integrated GPUs that aren't supported in TS4.
